Narrative:
I was cleared for the ILS at crossville, tn, by ZTL. While inside the locator OM inbound through a 'sucker's' cloud layer a twin small transport Y (an FAA flight check aircraft) passed me. We were both in and out of the clouds. It was at the same altitude and approximately 300 ft to my left. The aircraft had cancelled a block altitude of 4000 to 6000 and stated it would be VFR in the area of crossville. Occurrence described to FSS personal at csv after landing but no written report made.
