Narrative:
Air carrier flight given heading 200 degrees and descent from 10000 ft to 4000 ft, received a TCASII alert/advisory with other aircraft within 5 mi and below. At 3 mi and at 7000 ft, deviated heading 30-40 degrees to the right. TCASII gave a vertical speed command to descend at 1000 FPM. Altitude while passing 6500 ft oncoming VFR aircraft was spotted visually, at 9 O'clock, less than a mi on altitude. Approach control was notified. Both aircraft were talking to the same controller. Controller was unaware of any conflict. Captain complained to the controller and called the supervisor. He said the controller thought air carrier flight assigned altitude was 8000 ft. Recommend TCASII for all passenger flts. Recommend training to consider turning as an evasive reaction to TCASII target presentation.

Title: CAPT OF ACR MDT ACFT DEVIATED FROM ASSIGNED HDG DURING DSCNT TO LAND IN RESPONSE TO A TCASII RA.
Narrative: ACR FLT GIVEN HDG 200 DEGS AND DSCNT FROM 10000 FT TO 4000 FT, RECEIVED A TCASII ALERT/ADVISORY WITH OTHER ACFT WITHIN 5 MI AND BELOW. AT 3 MI AND AT 7000 FT, DEVIATED HDG 30-40 DEGS TO THE R. TCASII GAVE A VERT SPD COMMAND TO DSND AT 1000 FPM. ALT WHILE PASSING 6500 FT ONCOMING VFR ACFT WAS SPOTTED VISUALLY, AT 9 O'CLOCK, LESS THAN A MI ON ALT. APCH CTL WAS NOTIFIED. BOTH ACFT WERE TALKING TO THE SAME CTLR. CTLR WAS UNAWARE OF ANY CONFLICT. CAPT COMPLAINED TO THE CTLR AND CALLED THE SUPVR. HE SAID THE CTLR THOUGHT ACR FLT ASSIGNED ALT WAS 8000 FT. RECOMMEND TCASII FOR ALL PAX FLTS. RECOMMEND TRAINING TO CONSIDER TURNING AS AN EVASIVE REACTION TO TCASII TARGET PRESENTATION.
