Narrative:
Prior to pushback in msy when auxiliary hydraulic pump was turned on to raise airstair, right hydraulic quantity went from 14 quarts to 8 quarts. Maintenance was called and log entry made. Maintenance checked and svced system and signed off logbook. After normal takeoff, climb and cruise, just prior to descent we noticed the right hydraulic quantity decreasing. The right hydraulic system was secured as per hydraulic. Quantity low or decreasing abnormal procedures. Quantity held at 6 quarts. System pumps were turned back on to configure for landing and quantity remained at 6 quarts until flaps were lowered to 40, then quantity dropped to 0. Right hydraulic system failure abnormal procedure was performed and an emergency was declared. An uneventful landing was performed on 27L atl and a gentle turn off on the last highspd was made to a full stop. We then called for a tow and informed the passenger of what happened. Maintenance arrived shortly thereafter and installed the pins in the landing gear prior to towing the aircraft to the gate.

Narrative: PRIOR TO PUSHBACK IN MSY WHEN AUX HYD PUMP WAS TURNED ON TO RAISE AIRSTAIR, R HYD QUANTITY WENT FROM 14 QUARTS TO 8 QUARTS. MAINT WAS CALLED AND LOG ENTRY MADE. MAINT CHKED AND SVCED SYS AND SIGNED OFF LOGBOOK. AFTER NORMAL TKOF, CLB AND CRUISE, JUST PRIOR TO DSCNT WE NOTICED THE R HYD QUANTITY DECREASING. THE R HYD SYS WAS SECURED AS PER HYD. QUANTITY LOW OR DECREASING ABNORMAL PROCS. QUANTITY HELD AT 6 QUARTS. SYS PUMPS WERE TURNED BACK ON TO CONFIGURE FOR LNDG AND QUANTITY REMAINED AT 6 QUARTS UNTIL FLAPS WERE LOWERED TO 40, THEN QUANTITY DROPPED TO 0. R HYD SYS FAILURE ABNORMAL PROC WAS PERFORMED AND AN EMER WAS DECLARED. AN UNEVENTFUL LNDG WAS PERFORMED ON 27L ATL AND A GENTLE TURN OFF ON THE LAST HIGHSPD WAS MADE TO A FULL STOP. WE THEN CALLED FOR A TOW AND INFORMED THE PAX OF WHAT HAPPENED. MAINT ARRIVED SHORTLY THEREAFTER AND INSTALLED THE PINS IN THE LNDG GEAR PRIOR TO TOWING THE ACFT TO THE GATE.
