Narrative:
There were several aircraft calling for taxi and heavy congestion at the terminal ramp. After repeated requests for taxi the captain just taxied out and held short of an active runway (27R at 'C') without clearance. When ground asked him where he got his clearance he wouldn't respond. This captain has a history of 'doing it his way.'

Narrative: THERE WERE SEVERAL ACFT CALLING FOR TAXI AND HVY CONGESTION AT THE TERMINAL RAMP. AFTER REPEATED REQUESTS FOR TAXI THE CAPT JUST TAXIED OUT AND HELD SHORT OF AN ACTIVE RWY (27R AT 'C') WITHOUT CLRNC. WHEN GND ASKED HIM WHERE HE GOT HIS CLRNC HE WOULDN'T RESPOND.
