Narrative:

I was flying part 135 on an IFR flight plan when, on departure, I was asked to fly a colored airway because the destination VOR had just gone down. I declined because I did not have 2 ADF receivers to be in compliance with our operations specifications. After handoff to center, I was asked to 'state intentions.' I requested radar vectors to my destination. Past the halfway point, I was in VFR conditions, cancelled and landed VFR. Following the flight I was ramp checked. Because my operator is near to being shut down, I'm worried about an investigation of the 'unorthodox planning.' presently I'm consulting with center on the appropriateness of my actions. Callback conversation with reporter revealed the following information. The reporting pilot states that the fairbanks FSDO 'doesn't like' his company, which has had no accident in 20 yrs. The fyu VOR was notamed out, but his company's operation specifications allow radar vectors for navigation. His aircraft did not have 2 NDB receivers, so he was not allowed by his operation specifications to fly a low frequency airway. He was issued a warning letter for having violated far 165, filing without proper navigation gear. The 'old poi' said that he did nothing wrong, the 'new poi' wrote him up. Fai WX was 'crumby' (snow), but was suitable for an alternate. Fyu WX was VMC below 12000 ft. The reporting pilot feels that there is harassment going on towards his company, and that he got into the middle of it.
