Narrative:
Scattered clouds at about 3000-5000. We were 3600 climbing to assigned altitude of 4000. I noticed a target on TCASII level at 4500, 4 mi, 12 O'clock and opposite direction, informed PF of target and he continued to climb. Upon reaching 3900 we received a TCASII RA 'reduce climb.' PF increased climb, at 4200 I pushed the yoke over and started the descent, at 3800 the target passed behind us and the TCASII resolution stopped. After the incident I asked him what he was thinking. He informed me all he heard was climb. Apparently he did not monitor his vsi or listen to the RA 'descend, now.'

Title: AN MDT ACR CLBED, THEN DSNDED IN RESPONSE TO A TCASII COMMAND.
Narrative: SCATTERED CLOUDS AT ABOUT 3000-5000. WE WERE 3600 CLBING TO ASSIGNED ALT OF 4000.
