Narrative:
Upon application of takeoff power, takeoff warning horn sounded. Taxied clear of runway. Cycled flaps and spdbrakes, reset stabilizer trim, checked parking brake linkage released, and checked circuit breakers. After talking to maintenance on radio, returned to gate. Maintenance found takeoff flaps in position 1, which is not approved on medium large transport X. Flaps 1 is the normal takeoff setting on medium large transport Y. I have corrected, on taxi-out, this inadvertent flap setting by a first officer several times in the past. But neither of us could see it this time -- too obvious.
