Narrative:
I embarked on a VFR flight from fcm to bde at approximately H45 am, sat, oct. FSS advised of possible morning ground fog -- no restrictions. Ground fog at bde precluded landing. Ground visibility to northwest indicated to southwest indicated clear conditions. I diverted to warroad, approximately 30 mi northwest of bde. Sufficient ground fog existed at warroad requiring approximately a 20-25 min delay. I decided to circle the airport area. A clearing existed approximately 2 mi northwest of the airport and conditions were improving for a VFR landing. I reduced power and deployed full flaps circling until safe conditions existed. I landed #2 behind a single engine small aircraft that was also circling after an approximately 30 min delay. I believe the contributing factor was operating in a so-called circling or holding mode waiting for the ground fog to dissipate. This procedure was not a familiar or common sequence, and I simply failed to drop the gear on final approach.

I REDUCED PWR AND DEPLOYED FULL FLAPS CIRCLING UNTIL SAFE CONDITIONS EXISTED. I LANDED #2 BEHIND A SINGLE ENG SMA THAT WAS ALSO CIRCLING AFTER AN APPROX 30 MIN DELAY. I BELIEVE THE CONTRIBUTING FACTOR WAS OPERATING IN A SO-CALLED CIRCLING OR HOLDING MODE WAITING FOR THE GND FOG TO DISSIPATE. THIS PROC WAS NOT A FAMILIAR OR COMMON SEQUENCE, AND I SIMPLY FAILED TO DROP THE GEAR ON FINAL APCH.
