Narrative:

At about 1500 ft AGL I asked approach control if they wanted me to switch to tower frequency. He answered affirmative. I checked on with an extremely busy tower controller on 126.55. I did not hear any acknowledgement of my transmissions. Repeated attempts to obtain landing clearance (approximately 4-6 attempts) resulted in blocked and stepped on transmissions. I could not be sure I had received landing clearance. I elected to land because I was certain the runway was clear and free of conflict. I felt a go around held more potential for conflict and confusion on the part of tower approach control. Immediately after landing I received instructors from tower addressed to my correct call sign to 'exit via the high speed.' I complied and was switched to ground control.

Title: FLC OF ACR MLG ACFT LANDED WITHOUT LNDG CLRNC DUE TO FREQ CONGESTION.

Narrative: AT ABOUT 1500 FT AGL I ASKED APCH CTL IF THEY WANTED ME TO SWITCH TO TWR FREQ. HE ANSWERED AFFIRMATIVE. I CHKED ON WITH AN EXTREMELY BUSY TWR CTLR ON 126.55. I DID NOT HEAR ANY ACKNOWLEDGEMENT OF MY TRANSMISSIONS. REPEATED ATTEMPTS TO OBTAIN LNDG CLRNC (APPROX 4-6 ATTEMPTS) RESULTED IN BLOCKED AND STEPPED ON TRANSMISSIONS. I COULD NOT BE SURE I HAD RECEIVED LNDG CLRNC. I ELECTED TO LAND BECAUSE I WAS CERTAIN THE RWY WAS CLR AND FREE OF CONFLICT. I FELT A GAR HELD MORE POTENTIAL FOR CONFLICT AND CONFUSION ON THE PART OF TWR APCH CTL. IMMEDIATELY AFTER LNDG I RECEIVED INSTRUCTORS FROM TWR ADDRESSED TO MY CORRECT CALL SIGN TO 'EXIT VIA THE HIGH SPD.' I COMPLIED AND WAS SWITCHED TO GND CTL.
