Narrative:
No TCASII. Cleared from 7000 ft to 3000 ft for descent. At 3800 ft in descent, controller said 'XXX, maintain 5000 ft.' then he said 'climb back to 5000 ft and right turn to 360 degrees.' thereafter starting climb and turning north, we were told to 'descend immediately to 3000 ft.' these commands were given in a very frantic tone of voice. Called ATC on telephone later and was told we missed other traffic by 400 ft. I think the controller just made a human error type of mistake and cleared us to the same altitude as the other airliner departing on runway 1 at mci.

Title: ACR MLG CLRED FOR DSCNT TO OCCUPIED ALT RESULTING IN NMAC.
Narrative: NO TCASII. CLRED FROM 7000 FT TO 3000 FT FOR DSCNT. AT 3800 FT IN DSCNT, CTLR SAID 'XXX, MAINTAIN 5000 FT.' THEN HE SAID 'CLB BACK TO 5000 FT AND R TURN TO 360 DEGS.' THEREAFTER STARTING CLB AND TURNING N, WE WERE TOLD TO 'DSND IMMEDIATELY TO 3000 FT.' THESE COMMANDS WERE GIVEN IN A VERY FRANTIC TONE OF VOICE. CALLED ATC ON TELEPHONE LATER AND WAS TOLD WE MISSED OTHER TFC BY 400 FT. I THINK THE CTLR JUST MADE A HUMAN ERROR TYPE OF MISTAKE AND CLRED US TO THE SAME ALT AS THE OTHER AIRLINER DEPARTING ON RWY 1 AT MCI.
