Narrative:
Air carrier X talking to ny approach, over tappan zee bridge at 2000 ft, turned to 150 degree heading by ATC. ATC told us '5 military guard 'copters, 12 O'clock, 2000 my control.' we had them in sight, and said so. We were being vectored downwind for a visual runway 34 hpn. ATC told guard helicopters to descend to 1500 ft. At first, there was no response. ATC tried again and the helicopter acknowledged the descent. We could see that maybe 1 helicopter started to descend, but the main body did not. At this time, I told ATC that we were turning east (left about 30 degrees) and that we had the airport in sight. We were then cleared for the visual runway 34. I'm not sure why we were turned on a collision course with the helicopters -- probably to avoid VFR traffic pattern, runway 29 at hpn.

Title: MIL HELI'S NON COMPLIANCE WITH ATC INSTRUCTIONS HAD CONFLICT WITH ACR X EVASIVE ACTION TAKEN. SEE AND AVOID CONCEPT.
Narrative: ACR X TALKING TO NY APCH, OVER TAPPAN ZEE BRIDGE AT 2000 FT, TURNED TO 150 DEG HDG BY ATC. ATC TOLD US '5 MIL GUARD 'COPTERS, 12 O'CLOCK, 2000 MY CTL.' WE HAD THEM IN SIGHT, AND SAID SO. WE WERE BEING VECTORED DOWNWIND FOR A VISUAL RWY 34 HPN. ATC TOLD GUARD HELIS TO DSND TO 1500 FT. AT FIRST, THERE WAS NO RESPONSE. ATC TRIED AGAIN AND THE HELI ACKNOWLEDGED THE DSCNT. WE COULD SEE THAT MAYBE 1 HELI STARTED TO DSND, BUT THE MAIN BODY DID NOT. AT THIS TIME, I TOLD ATC THAT WE WERE TURNING E (L ABOUT 30 DEGS) AND THAT WE HAD THE ARPT IN SIGHT. WE WERE THEN CLRED FOR THE VISUAL RWY 34. I'M NOT SURE WHY WE WERE TURNED ON A COLLISION COURSE WITH THE HELIS -- PROBABLY TO AVOID VFR TFC PATTERN, RWY 29 AT HPN.
