Narrative:
The ARTCC controller called to request that air carrier X enter msp radar airspace at an altitude higher than he should have been. This would have put air carrier X in departure control's airspace instead of arrival controller's airspace. I said unable and to give air carrier X a 360 degree turn. The controller continued into msp airspace without authorization by putting air carrier X on a heading of 250 degrees. I later told the controller that he had entered msp airspace without authorization.

Title: CTLR NON COMPLIANCE WITH TRACON INTERFAC COORD UNAUTHORIZED PENETRATION OF CTR AIRSPACE. OPDEV.
Narrative: THE ARTCC CTLR CALLED TO REQUEST THAT ACR X ENTER MSP RADAR AIRSPACE AT AN ALT HIGHER THAN HE SHOULD HAVE BEEN. THIS WOULD HAVE PUT ACR X IN DEP CTL'S AIRSPACE INSTEAD OF ARR CTLR'S AIRSPACE. I SAID UNABLE AND TO GIVE ACR X A 360 DEG TURN. THE CTLR CONTINUED INTO MSP AIRSPACE WITHOUT AUTHORIZATION BY PUTTING ACR X ON A HDG OF 250 DEGS. I LATER TOLD THE CTLR THAT HE HAD ENTERED MSP AIRSPACE WITHOUT AUTHORIZATION.
