Narrative:
The aircraft had a write up a day and a 1/2 ago for a split deice boot on the leading edge. The write up was in the midst of other write ups and maintenance was done on the airplane. The boot was replaced and watch listed on the flight release as 'if boot is used in flight, notify maintenance.' this notation was noted by me but the sign off which was not there was missed by me. (Work done but not signed off.) my error but I was aware of the watch list and as we didn't use the boot it was not further noted. The nonsignoff was related to me by another captain. We have a problem with watch list items as we as pilots see the problem but have no where to see if the item is actually being checked regularly during the watch time. In particular are propeller leaks (rather disturbing to the pilots but just watch listed for 10 hours) and curing time on new deice boots. We as crew need more information on the particulars on watch list items (the how, where, why, etc).

Title: LTT COMMUTER FLC MISSES LACK OF SIGN OFF ON 'WATCH LIST' ITEM.
Narrative: THE ACFT HAD A WRITE UP A DAY AND A 1/2 AGO FOR A SPLIT DEICE BOOT ON THE LEADING EDGE. THE WRITE UP WAS IN THE MIDST OF OTHER WRITE UPS AND MAINT WAS DONE ON THE AIRPLANE. THE BOOT WAS REPLACED AND WATCH LISTED ON THE FLT RELEASE AS 'IF BOOT IS USED IN FLT, NOTIFY MAINT.' THIS NOTATION WAS NOTED BY ME BUT THE SIGN OFF WHICH WAS NOT THERE WAS MISSED BY ME. (WORK DONE BUT NOT SIGNED OFF.) MY ERROR BUT I WAS AWARE OF THE WATCH LIST AND AS WE DIDN'T USE THE BOOT IT WAS NOT FURTHER NOTED. THE NONSIGNOFF WAS RELATED TO ME BY ANOTHER CAPT. WE HAVE A PROBLEM WITH WATCH LIST ITEMS AS WE AS PLTS SEE THE PROBLEM BUT HAVE NO WHERE TO SEE IF THE ITEM IS ACTUALLY BEING CHKED REGULARLY DURING THE WATCH TIME. IN PARTICULAR ARE PROP LEAKS (RATHER DISTURBING TO THE PLTS BUT JUST WATCH LISTED FOR 10 HRS) AND CURING TIME ON NEW DEICE BOOTS. WE AS CREW NEED MORE INFO ON THE PARTICULARS ON WATCH LIST ITEMS (THE HOW, WHERE, WHY, ETC).
