Narrative:
After missed approach, I was assigned to new altitude of 3000 ft on a heading of 270 degree. While climbing through approximately 2600 ft (was at 1800 ft when missed approach executed) on heading of 270. Before reaching 3000 ft, I descended to less than 2000 ft and lost heading by more than 30 degree. Recovered in short order and completed flight with ILS at dal. Missed approach occurred because localizer was inoperative. Controller was unaware that hqz localizer was inoperative. After missed approach controller said he verified by landline that localizer was working and asked if I wanted to try again. I declined and continued to dal. WX briefing from lubbock prior to takeoff gave me a negative report on NOTAMS for mesquite. She said that she also checked the publication and found no NOTAM on localizer being out. The following day, I confirmed that the mesquite localizer was inoperative.

Title: AN SMA MISSED AN APCH TO HQZ. THE LOC WAS OUT, BUT THERE WAS NO NOTAM ISSUED.
Narrative: AFTER MISSED APCH, I WAS ASSIGNED TO NEW ALT OF 3000 FT ON A HDG OF 270 DEG. WHILE CLBING THROUGH APPROX 2600 FT (WAS AT 1800 FT WHEN MISSED APCH EXECUTED) ON HDG OF 270. BEFORE REACHING 3000 FT, I DSNDED TO LESS THAN 2000 FT AND LOST HDG BY MORE THAN 30 DEG. RECOVERED IN SHORT ORDER AND COMPLETED FLT WITH ILS AT DAL. MISSED APCH OCCURRED BECAUSE LOC WAS INOP. CTLR WAS UNAWARE THAT HQZ LOC WAS INOP. AFTER MISSED APCH CTLR SAID HE VERIFIED BY LANDLINE THAT LOC WAS WORKING AND ASKED IF I WANTED TO TRY AGAIN. I DECLINED AND CONTINUED TO DAL. WX BRIEFING FROM LUBBOCK PRIOR TO TKOF GAVE ME A NEGATIVE RPT ON NOTAMS FOR MESQUITE. SHE SAID THAT SHE ALSO CHKED THE PUBLICATION AND FOUND NO NOTAM ON LOC BEING OUT. THE FOLLOWING DAY, I CONFIRMED THAT THE MESQUITE LOC WAS INOP.
