Narrative:

I had just received frg ATIS. I called frg tower for instructions. Was told to remain outside air traffic area and to expect a 10 min delay. Descending from 4500 ft MSL to cross dpk at 4200 ft MSL on an approximately heading of 300 degrees, at or very near the dpk VOR, a 2 engine commuter on a heading of approximately 250-260 degrees crossed ahead of (100 ft) and below (100 ft) me. There was no time to react in any way. I do not know if the crew of the commuter saw me, but, in any event, did not take any evasive action. (ATIS was recommending entry (air traffic area) from northeast.)
