Narrative:

On ILS approach to sav runway 09. GS failed at 500 ft AGL on the approach. Initiated go around and informed tower of GS problem. Requested vectors for another ILS runway 9. At that time, an air carrier X flight behind us said they had a good GS. During our second ILS to runway 9, the tower told us to abandon the approach as air carrier X thought they hit something on runway 9 and the runway was now closed. We were given the option of an ASR to runway 18. After considering our alternatives, had low visibility and fog with thunderstorm deviations en route to our alternate, we elected for safety reasons to do the ASR runway 18. We landed safely with no further incident. Callback conversation with reporter revealed the following information: reporter never did find out what the preceding aircraft had hit. He said he filed the report to explain why he shot an ASR approach when his air carrier is no longer authorized to shoot such approachs. He couldn't remember if the ILS approach to runway 36 was available.
