Narrative:
Issued cross iad at 8000 ft, close in. First officer made confign changes necessary to expedite descent. At 9500 ft we received a TA on TCASII at 8500 ft we received a RA to climb. Traffic was not in sight but on TCASII showed 1500 ft below us. We began climb, informed ATC about RA and as soon as 'clear of conflict' was annunciated we began descent again. We did not make iad at 8000 ft due to the RA. Supplemental information from acn 227938. The TCASII altitude readout indicated that we had adequate clearance, so, I continued the descent in order to meet the 8000 ft crossing restriction.

Title: ALT XING RESTRICTION NOT MET.
Narrative: ISSUED CROSS IAD AT 8000 FT, CLOSE IN. FO MADE CONFIGN CHANGES NECESSARY TO EXPEDITE DSCNT. AT 9500 FT WE RECEIVED A TA ON TCASII AT 8500 FT WE RECEIVED A RA TO CLB. TFC WAS NOT IN SIGHT BUT ON TCASII SHOWED 1500 FT BELOW US. WE BEGAN CLB, INFORMED ATC ABOUT RA AND AS SOON AS 'CLR OF CONFLICT' WAS ANNUNCIATED WE BEGAN DSCNT AGAIN. WE DID NOT MAKE IAD AT 8000 FT DUE TO THE RA. SUPPLEMENTAL INFO FROM ACN 227938. THE TCASII ALT READOUT INDICATED THAT WE HAD ADEQUATE CLRNC, SO, I CONTINUED THE DSCNT IN ORDER TO MEET THE 8000 FT XING RESTRICTION.
