Narrative:
On previous landing, aircraft developed a nose wheel shimmy. Maintenance elected to change both nose wheel tires. The crew arrived at the aircraft approximately 20 min before boarding and completed the general walk around inspection while maintenance was finishing the job. Maintenance gave the ok to board the aircraft, and the passengers were enplaned. Maintenance signed off the logbook and said we were ready to go. Aircraft takeoff the nose gear would not retract. Crew suspected the nose gear lock was not removed and returned to the philadelphia, international airport. The remainder of the flight and landing was uneventful and maintenance discovered the nose lock was still in place. This flight was almost an hour late and the passengers arrived at the aircraft before maintenance gave the ok. Maintenance also reported that the nose lock mechanism on this aircraft was improperly marked.
