Narrative:
On ILS approach to controled non-radar airport, broke out of IMC at 1000 ft, visibility 3 mi fog and haze. Was cleared to land at LOM at about 400 ft AGL, noticed an small transport was turning right base to final right at us (they obviously did not see us). I immediately executed climbing left turn to avoid a collision. Cause: tower never informed us of VFR traffic in pattern. Small transport not looking for us or anyone on final approach. Near miss report filed to FAA through company. The 'see and avoid' concept of the FAA's does not work during reduced visibility. The country needs new radar facilities to separate traffic.

THE 'SEE AND AVOID' CONCEPT OF THE FAA'S DOES NOT WORK DURING REDUCED VISIBILITY. THE COUNTRY NEEDS NEW RADAR FACILITIES TO SEPARATE TFC.
