Narrative:

Engine began to sputter and fail at 300 ft AGL on approach to oak. An emergency landing was accomplished on golf course short of runway. Fuel in left tank was exhausted. Fuel in right tank was to the 'tabs.' primary cause of accident was failure to verify fuel on most full tank at OM. I instructed PF to perform the prelndg checklist but was distraction by ATC and traffic and did not verify that he completed the checklist. He was new to the aircraft and overlooked and did not complete the checklist. As flight instructor, I was not in position to read the fuel gauges. However I should have insured that pilot was using a written checklist and that the checklist had been completed. I was distraction from doing this by the workload of watching for traffic in a very busy environment and monitoring student's performance in other areas.

Title: FUEL STARVATION CREATES NEED FOR AN OFF ARPT EMER FORCED LNDG. LNDG UNDERSHOT.

Narrative: ENG BEGAN TO SPUTTER AND FAIL AT 300 FT AGL ON APCH TO OAK. AN EMER LNDG WAS ACCOMPLISHED ON GOLF COURSE SHORT OF RWY. FUEL IN L TANK WAS EXHAUSTED. FUEL IN R TANK WAS TO THE 'TABS.' I INSTRUCTED PF TO PERFORM THE PRELNDG CHKLIST BUT WAS DISTR BY ATC AND TFC AND DID NOT VERIFY THAT HE COMPLETED THE CHKLIST. HE WAS NEW TO THE ACFT AND OVERLOOKED AND DID NOT COMPLETE THE CHKLIST. AS FLT INSTRUCTOR, I WAS NOT IN POS TO READ THE FUEL GAUGES. HOWEVER I SHOULD HAVE INSURED THAT PLT WAS USING A WRITTEN CHKLIST AND THAT THE CHKLIST HAD BEEN COMPLETED. I WAS DISTR FROM DOING THIS BY THE WORKLOAD OF WATCHING FOR TFC IN A VERY BUSY ENVIRONMENT AND MONITORING STUDENT'S PERFORMANCE IN OTHER AREAS.
