Narrative:
The event took place on a trip from sea to pdx then to eug. Fuel on board to pdx met far IFR requirements. Had to hold over helens intersection (33 NM north of btg). Efc ran out and extended us in hold 10-15 more mins. Pdx now closed due to runway closure for planning. Proceeded to rdm for landing. Rdm WX going down along with our fuel. Eug looking better and decided to fly there. Reported to sea center of situation and declared emergency. Landed in eug uneventfully. Departed eug to pdx. Winds at pdx very strong and gusty. Received 1 wind report that did not exceed any crosswind components. Landed again uneventfully. Supplemental information from acn 228881: we proceeded to eug and landed with 35 mins fuel on board. We encountered gusty winds in pdx. To my best knowledge the winds during my landing pdx did not exceed any crosswind limits. In addition, other aircraft did not execute a go around nor did the tower change runways until well after our landing.

Narrative: THE EVENT TOOK PLACE ON A TRIP FROM SEA TO PDX THEN TO EUG. FUEL ON BOARD TO PDX MET FAR IFR REQUIREMENTS. HAD TO HOLD OVER HELENS INTXN (33 NM N OF BTG). EFC RAN OUT AND EXTENDED US IN HOLD 10-15 MORE MINS. PDX NOW CLOSED DUE TO RWY CLOSURE FOR PLANNING. PROCEEDED TO RDM FOR LNDG. RDM WX GOING DOWN ALONG WITH OUR FUEL. EUG LOOKING BETTER AND DECIDED TO FLY THERE. RPTED TO SEA CTR OF SITUATION AND DECLARED EMER. LANDED IN EUG UNEVENTFULLY. DEPARTED EUG TO PDX. WINDS AT PDX VERY STRONG AND GUSTY. RECEIVED 1 WIND RPT THAT DID NOT EXCEED ANY XWIND COMPONENTS. LANDED AGAIN UNEVENTFULLY. SUPPLEMENTAL INFO FROM ACN 228881: WE PROCEEDED TO EUG AND LANDED WITH 35 MINS FUEL ON BOARD. WE ENCOUNTERED GUSTY WINDS IN PDX. TO MY BEST KNOWLEDGE THE WINDS DURING MY LNDG PDX DID NOT EXCEED ANY XWIND LIMITS. IN ADDITION, OTHER ACFT DID NOT EXECUTE A GAR NOR DID THE TWR CHANGE RWYS UNTIL WELL AFTER OUR LNDG.
