Narrative:
Flight was planned to land at ZZZZ1. During approach at ZZZZ1; WX went below landing minimums. Initiated a missed approach then vectored for another approach to the opposite runway. During the second approach we elected to divert to ZZZZ2. During the approach to runway 11 at ZZZZ2; we broke out of the WX; observed an aircraft on the runway informed the tower we would like to enter a downwind to runway 29 and requested a landing on runway 29. Low fuel light illuminated. Declared an emergency and we were cleared to land runway 29. The flight landed above reserve minimums.
