Narrative:
Flight departed dca for pit. Routine departure and climb. In cruise we received an EICAS message as to 'low hydraulic quantity.' we reviewed the flight manual as to abnormal procedures. Hydraulic quantity continued to drop and we received a 'low hydraulic pressure' message on EICAS. We performed the abnormal checklist again. At this time we were handed off to pit approach and I requested special handling as we were going to have to extend the flaps and gear via the alternate procedures. It became evident that airspace and handling required me to declare an emergency and request the fire equipment to standby. We performed the appropriate checklists and prepared the cabin and passenger for landing. The flaps and the gear were extended using the alternate means and we were vectored for our approach. We landed and stopped on runway 28R. The aircraft sustained no damage and we were towed to gate because of no nosewheel steering.

Title: ACFT EQUIP PROB MALFUNCTION REQUIRES PIC TO HAVE EMER DECLARED IN ORDER TO OBTAIN PRIORITY HANDLING IN APCH LNDG AT DEST ARPT.
Narrative: FLT DEPARTED DCA FOR PIT. ROUTINE DEP AND CLB. IN CRUISE WE RECEIVED AN EICAS MESSAGE AS TO 'LOW HYD QUANTITY.' WE REVIEWED THE FLT MANUAL AS TO ABNORMAL PROCS. HYD QUANTITY CONTINUED TO DROP AND WE RECEIVED A 'LOW HYD PRESSURE' MESSAGE ON EICAS. WE PERFORMED THE ABNORMAL CHKLIST AGAIN. AT THIS TIME WE WERE HANDED OFF TO PIT APCH AND I REQUESTED SPECIAL HANDLING AS WE WERE GOING TO HAVE TO EXTEND THE FLAPS AND GEAR VIA THE ALTERNATE PROCS. IT BECAME EVIDENT THAT AIRSPACE AND HANDLING REQUIRED ME TO DECLARE AN EMER AND REQUEST THE FIRE EQUIP TO STANDBY. WE PERFORMED THE APPROPRIATE CHKLISTS AND PREPARED THE CABIN AND PAX FOR LNDG. THE FLAPS AND THE GEAR WERE EXTENDED USING THE ALTERNATE MEANS AND WE WERE VECTORED FOR OUR APCH. WE LANDED AND STOPPED ON RWY 28R. THE ACFT SUSTAINED NO DAMAGE AND WE WERE TOWED TO GATE BECAUSE OF NO NOSEWHEEL STEERING.
