Narrative:
Doing traffic patrol over raleigh, we stay below 1200 ft AGL, requirement of rdu arsa. After looking to see which road to follow, I saw a red with white striped small aircraft just off and below my right wing. At the instant I saw him, he took action to miss me. This aircraft must have just departed rdu airspace and took off from runway 14. I work at FBO, rdu during the afternoons and suspect that the aircraft I saw was one of our customer's -- telephone line patrol -- that had arrived the night before, leaving early on mon am. I fly traffic patrol for raleigh east airport. I had 1 passenger and myself aboard. Contributing factors: lack of sleep, boredom, my transponder might be inoperative.

Title: A TFC WATCH SMA HAD AN NMAC WITH A LINE PATROL SMA.
Narrative: DOING TFC PATROL OVER RALEIGH, WE STAY BELOW 1200 FT AGL, REQUIREMENT OF RDU ARSA. AFTER LOOKING TO SEE WHICH ROAD TO FOLLOW, I SAW A RED WITH WHITE STRIPED SMA JUST OFF AND BELOW MY R WING. AT THE INSTANT I SAW HIM, HE TOOK ACTION TO MISS ME. THIS ACFT MUST HAVE JUST DEPARTED RDU AIRSPACE AND TOOK OFF FROM RWY 14. I WORK AT FBO, RDU DURING THE AFTERNOONS AND SUSPECT THAT THE ACFT I SAW WAS ONE OF OUR CUSTOMER'S -- TELEPHONE LINE PATROL -- THAT HAD ARRIVED THE NIGHT BEFORE, LEAVING EARLY ON MON AM. I FLY TFC PATROL FOR RALEIGH E ARPT. I HAD 1 PAX AND MYSELF ABOARD. CONTRIBUTING FACTORS: LACK OF SLEEP, BOREDOM, MY XPONDER MIGHT BE INOP.
