Narrative:

Approach to fpr. ATIS reported 900 overcast, 4 mi visibility. We were vectored to ADF runway 9 approach. Upon reaching minimum decision altitude, did not see airport until over runway too late to land. Requested VOR runway 14 approach, again reached minimum decision altitude, did not see runway until too late. At this point, had 1 hour fuel, elected to try approach again. Passing vrb airport it was in the clear, but rainshower still over fpr. Completed approach, sighted runway at mins. Closer in discovered we were lined up with runway 18 which was closed. Spotted runway 14. Turned toward it and landed 1/2 way down. Aircraft apparently hydroplaned and ran off end of runway. Kept moving and returned to runway no damage to aircraft or runway lights or exit lights. Problem: when returning from foreign country, united states customs requires landing at first available airport of entry which was fpr. Forecast and ATIS appeared reasonable. With reports of strict inflexible rules of customs, I was reduced to no other option than landing at fpr. Under any other circumstance, I would have diverted to my alternate, or more likely, land at vrb which was good VFR, less than 10 mi from fpr. In fact, I told ZMA controller if I did not succeed in this, my third approach, I would land at vrb and face whatever consequences I had to for not landing at fpr which I deemed to be less than ideal safe conditions.

Title: AN SMA PLT RAN OFF OF THE END OF THE RWY IN A RAINSTORM. THE PLT WAS MAKING A STOP FOR US CUSTOMS.

Narrative: APCH TO FPR. ATIS RPTED 900 OVCST, 4 MI VISIBILITY. WE WERE VECTORED TO ADF RWY 9 APCH. UPON REACHING MINIMUM DECISION ALT, DID NOT SEE ARPT UNTIL OVER RWY TOO LATE TO LAND. REQUESTED VOR RWY 14 APCH, AGAIN REACHED MINIMUM DECISION ALT, DID NOT SEE RWY UNTIL TOO LATE. AT THIS POINT, HAD 1 HR FUEL, ELECTED TO TRY APCH AGAIN. PASSING VRB ARPT IT WAS IN THE CLR, BUT RAINSHOWER STILL OVER FPR. COMPLETED APCH, SIGHTED RWY AT MINS. CLOSER IN DISCOVERED WE WERE LINED UP WITH RWY 18 WHICH WAS CLOSED. SPOTTED RWY 14. TURNED TOWARD IT AND LANDED 1/2 WAY DOWN. ACFT APPARENTLY HYDROPLANED AND RAN OFF END OF RWY. KEPT MOVING AND RETURNED TO RWY NO DAMAGE TO ACFT OR RWY LIGHTS OR EXIT LIGHTS. IN FACT, I TOLD ZMA CTLR IF I DID NOT SUCCEED IN THIS, MY THIRD APCH, I WOULD LAND AT VRB AND FACE WHATEVER CONSEQUENCES I HAD TO FOR NOT LNDG AT FPR WHICH I DEEMED TO BE LESS THAN IDEAL SAFE CONDITIONS.
