Narrative:
Had to pull up to avoid 2 military fgts. Fgts were opposite direction at 10500 ft. Ctrs called traffic at 12 O'clock, 8 mi. We had a visual at about 4 mi off to our right. At about 1 mi, the 2 fgts turned into us and climbed. The TCASII called for a 2000 FPM climb, which we did do immediately, and climbed to 12000 ft. We informed ZDC as to what we did. Their response was, sorry I couldn't climb you, but I had a heavy mlt too close above you. Then the controller said, since you are there, climb to 15000 ft, sorry I couldn't climb you sooner. We reported the altitude deviation as a TCASII response. The controller said no problem. I don't think center was talking to the fgts. There was not anything myself or my crew could have done. We were at our assigned altitude of 11000 ft. The 2 military aircraft turned into us. We did what the TCASII advised us to do. We had a near miss. I think the controller should have advised us sooner and turned or climbed us. If we had the fgts visually I'm sure they had us or they might not have had us if they were VFR.

Title: MDT HAS NMAC WITH MIL FGTS.
Narrative: HAD TO PULL UP TO AVOID 2 MIL FGTS. FGTS WERE OPPOSITE DIRECTION AT 10500 FT. CTRS CALLED TFC AT 12 O'CLOCK, 8 MI. WE HAD A VISUAL AT ABOUT 4 MI OFF TO OUR R. AT ABOUT 1 MI, THE 2 FGTS TURNED INTO US AND CLBED. THE TCASII CALLED FOR A 2000 FPM CLB, WHICH WE DID DO IMMEDIATELY, AND CLBED TO 12000 FT. WE INFORMED ZDC AS TO WHAT WE DID. THEIR RESPONSE WAS, SORRY I COULDN'T CLB YOU, BUT I HAD A HVY MLT TOO CLOSE ABOVE YOU. THEN THE CTLR SAID, SINCE YOU ARE THERE, CLB TO 15000 FT, SORRY I COULDN'T CLB YOU SOONER. WE RPTED THE ALTDEV AS A TCASII RESPONSE. THE CTLR SAID NO PROB. I DON'T THINK CTR WAS TALKING TO THE FGTS. THERE WAS NOT ANYTHING MYSELF OR MY CREW COULD HAVE DONE.
