Narrative:
I am revisiting a previously reported problem, now being exacerbated by airport management in that they are relocating tiedown/parking area to opposite side of runway which will necessitate all vehicular traffic which services the aircraft and attracts tourists and observers to cross runway 23. There is no doubt in my mind that this will cause major problems -- just today I observed county vehicles tending to this construction cross runway 23, not even slowing down, in violation of the stop signs installed there. This entire exercise is politically motivated with no consideration for either aircraft or automobile safety. In the past, it's been bad enough with aircraft and automobiles mingling on txwys, but now it's to be across an active runway? Normal common sense dictates separation of cars and aircraft using an already existing gravel road, easily updated and rerted at both ends for vehicular traffic, easily separate from taxiway. It's not possible to do this in 'FAA approved' dimensions because of geography, but let's talk common sense here. Only because of political pressure by adjacent homeowners is this happening -- in violation of airport master plan, by the way. This past weekend, we had approximately 100 aircraft visiting -- most just for a few hours, hence maybe 200 operations. Since this becomes fairly concentrated from late morning to midafternoon, takeoffs and lndgs can run quite frequent -- just imagine introducing all this vehicular traffic across such an active runway! I might add there is sufficient room to provide tiedown space along the entire southeast side of runway, thereby receiving all servicing automobile traffic from crossing runway -- and again separatable with an easily modifiable road. I'm enclosing a noted map which hopefully illustrates my points. Callback conversation with reporter revealed the following information: reporter states there is a local council meeting coming up at which many local pilots intend to be present. The airport master plan is quite outdated and a new one will be prepared. Pilots hope to have input but things are very politically motivated. Reporter believes moving the parking as they are is criminal. Reporter was advised of FAA hot line.

I'M ENCLOSING A NOTED MAP WHICH HOPEFULLY ILLUSTRATES MY POINTS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THERE IS A LCL COUNCIL MEETING COMING UP AT WHICH MANY LCL PLTS INTEND TO BE PRESENT. THE ARPT MASTER PLAN IS QUITE OUTDATED AND A NEW ONE WILL BE PREPARED. PLTS HOPE TO HAVE INPUT BUT THINGS ARE VERY POLITICALLY MOTIVATED. RPTR BELIEVES MOVING THE PARKING AS THEY ARE IS CRIMINAL.
