Narrative:
Due to being a high minimum captain I needed 4500 RVR to start the approach. I believe the controller told me I had the RVR but prior to the final approach fix the RVR went down to 3000 ft. I continued hoping that it would come up. The RVR remained at 3000 ft, so I executed a missed approach.

Title: CAPT CONTINUED INST APCH EVEN THOUGH THE WX WAS RPTED BELOW HIS HIGH MINIMUMS.
Narrative: DUE TO BEING A HIGH MINIMUM CAPT I NEEDED 4500 RVR TO START THE APCH. I BELIEVE THE CTLR TOLD ME I HAD THE RVR BUT PRIOR TO THE FINAL APCH FIX THE RVR WENT DOWN TO 3000 FT. I CONTINUED HOPING THAT IT WOULD COME UP. THE RVR REMAINED AT 3000 FT, SO I EXECUTED A MISSED APCH.
