Narrative:
On takeoff roll at ewr runway 4L, the first officer was flying and I had just called V1, vr. Seconds later, an exclamation of some type came over the VHF tower frequency. At this time, I was alerted to an air carrier large transport entering the runway ahead from our left to right. I grabbed the control wheel and increased the rate of rotation to ensure we flew over the aircraft. As we passed over the aircraft, he was still coming onto the runway. At this time he seemed to have about 2/3 of the fuselage on the active, runway 4L, and he may have been in a slight right turn so as to be turning down runway 22R, swbound. I don't think he ever saw us although he must have heard us as we passed overhead. As we were changed over to departure control, the tower issued a brief statement that the large transport did not have a clearance to cross runway 4L and they 'didn't know what he was doing out there.' I have no knowledge of the taxi instructions issued this aircraft. I suspect that he was an outbound departure and perhaps thought he was turning southwest on the outer taxiway en route to runway 4L for departure.

Title: AN ACR MLG HAD TO OVER ROTATE TO MISS AN ACR LGT THAT HAD TAXIED ONTO THE TKOF RWY INADVERTENTLY.
Narrative: ON TKOF ROLL AT EWR RWY 4L, THE FO WAS FLYING AND I HAD JUST CALLED V1, VR. SECONDS LATER, AN EXCLAMATION OF SOME TYPE CAME OVER THE VHF TWR FREQ. AT THIS TIME, I WAS ALERTED TO AN ACR LGT ENTERING THE RWY AHEAD FROM OUR L TO R. I GRABBED THE CTL WHEEL AND INCREASED THE RATE OF ROTATION TO ENSURE WE FLEW OVER THE ACFT. AS WE PASSED OVER THE ACFT, HE WAS STILL COMING ONTO THE RWY. AT THIS TIME HE SEEMED TO HAVE ABOUT 2/3 OF THE FUSELAGE ON THE ACTIVE, RWY 4L, AND HE MAY HAVE BEEN IN A SLIGHT R TURN SO AS TO BE TURNING DOWN RWY 22R, SWBOUND. I DON'T THINK HE EVER SAW US ALTHOUGH HE MUST HAVE HEARD US AS WE PASSED OVERHEAD. AS WE WERE CHANGED OVER TO DEP CTL, THE TWR ISSUED A BRIEF STATEMENT THAT THE LGT DID NOT HAVE A CLRNC TO CROSS RWY 4L AND THEY 'DIDN'T KNOW WHAT HE WAS DOING OUT THERE.' I HAVE NO KNOWLEDGE OF THE TAXI INSTRUCTIONS ISSUED THIS ACFT. I SUSPECT THAT HE WAS AN OUTBOUND DEP AND PERHAPS THOUGHT HE WAS TURNING SW ON THE OUTER TXWY ENRTE TO RWY 4L FOR DEP.
