Narrative:
This flight was being operated as a manual speed brake, anti- skid inoperative condition to wet-low minimums. After making a normal flap 40 landing on runway 12R, I deployed speed brakes and initiated reverse thrust. I then began cautious brake application. Shortly thereafter, strong vibrations were experienced throughout the airplane. All 4 main tires were blown out or deflated. The subsequent tire fragmentation caused substantial damage to both main wheel well areas and the left trailing edge flap. The airplane rolled to a stop on centerline at approximately midfield. Passenger were deplaned by the normal exit and bussed to the terminal. The airplane was then towed to the ramp area. I believe this failure was due to failure of hydraulic brake metering pressure system or it was caused by applying brakes while in a hydroplaning situation then the tires grabbed the runway when the hydroplaning ceased.

Title: BOTH R MAIN GEAR TIRES BLOWN DURING LNDG.
Narrative: THIS FLT WAS BEING OPERATED AS A MANUAL SPD BRAKE, ANTI- SKID INOP CONDITION TO WET-LOW MINIMUMS.
