Narrative:
Issued FL350 to cpr X. I should have not given him requested altitude. Much backgnd noise and tmu was advising that sector would go 'red' (overloaded) in next 30 mins, and discussion on speed and spacing on an large transport and light transport that were handed off to sector, that they didn't like. Air carrier Y had TCASII, however, no warning. Only reported seeing aircraft visually. Same with cpr X. Supplemental information from acn 234758: issued FL350 to cpr X and probably should have given FL330. Much backgnd noise and talking to tmu about sector 47 going 'red.' also discussing speed control from earlier situation. Conflict alert went off only 1 min prior. Both aircraft had TCASII but neither reported TCASII RA, only visual sighting. Supplemental information from acn 234755: trainee and instructor didn't identify and resolve conflict in timely fashion.

Title: CPR X CLB TO OCCUPIED ALT HAD LTSS FROM ACR Y. SYS ERROR.
Narrative: ISSUED FL350 TO CPR X. I SHOULD HAVE NOT GIVEN HIM REQUESTED ALT. MUCH BACKGND NOISE AND TMU WAS ADVISING THAT SECTOR WOULD GO 'RED' (OVERLOADED) IN NEXT 30 MINS, AND DISCUSSION ON SPD AND SPACING ON AN LGT AND LTT THAT WERE HANDED OFF TO SECTOR, THAT THEY DIDN'T LIKE. ACR Y HAD TCASII, HOWEVER, NO WARNING. ONLY RPTED SEEING ACFT VISUALLY. SAME WITH CPR X. SUPPLEMENTAL INFO FROM ACN 234758: ISSUED FL350 TO CPR X AND PROBABLY SHOULD HAVE GIVEN FL330.
