On climb out passing through 24000 ft, hydraulic engine pump #1 low pressure light illuminated, quantity noted at 0 gallons then #2 pump light illuminated. Performed procedures for system 'a' failure without incident. Company/ATC informed with return to msp and emergency declared. Dumped fuel for landing without incident on runway 11R.

PERFORMED PROCS FOR SYS 'A' FAILURE WITHOUT INCIDENT. COMPANY/ATC INFORMED WITH RETURN TO MSP AND EMER DECLARED. DUMPED FUEL FOR LNDG WITHOUT INCIDENT ON RWY 11R.
