Narrative:
Small transport was being vectored for a VOR 24 approach to lou. The WX was reported as 1 mi variable 1/2 - 1 1/2. While intercepting the final approach, approach control gave new WX of 3/4 mi (which is below approach minimums). I was then going to sdf (the medical crew found this an unacceptable delay). I then declared a medical emergency and informed approach that I was going to continue the approach. I was cleared for the approach and contacted lou FSS for advisories. They had then relayed that the visibility was 1 1/4 mi. I then continued to 1400 ft MSL and broke out of the overcast and visually saw the airport at 2 1/2 - 3 mi.

Title: A FIXED WING SMT AMBULANCE PLT DECLARED A MEDICAL EMER AND MADE AN APCH BELOW WX MINIMUMS.
Narrative: SMT WAS BEING VECTORED FOR A VOR 24 APCH TO LOU. THE WX WAS RPTED AS 1 MI VARIABLE 1/2 - 1 1/2. WHILE INTERCEPTING THE FINAL APCH, APCH CTL GAVE NEW WX OF 3/4 MI (WHICH IS BELOW APCH MINIMUMS). I WAS THEN GOING TO SDF (THE MEDICAL CREW FOUND THIS AN UNACCEPTABLE DELAY). I THEN DECLARED A MEDICAL EMER AND INFORMED APCH THAT I WAS GOING TO CONTINUE THE APCH. I WAS CLRED FOR THE APCH AND CONTACTED LOU FSS FOR ADVISORIES. THEY HAD THEN RELAYED THAT THE VISIBILITY WAS 1 1/4 MI. I THEN CONTINUED TO 1400 FT MSL AND BROKE OUT OF THE OVCST AND VISUALLY SAW THE ARPT AT 2 1/2 - 3 MI.
