Narrative:
Landing heavy transport at toledo express airport. Aircraft touched down on speed in touchdown zone. Their was no precipitation observed on final. ATIS reported light snow. Runway was mostly clear on touchdown area. Deceleration seemed normal until passing runway 16/34. At that point runway didn't seem to be plowed brakes seemed to be ineffective. There was no reported runway contamination reported on ATIS or tower frequency. I felt the braking action went from good to nil instantaneously. Mr X (FAA) and I went out to aircraft to inspect the area and aircraft and found packed snow on ice at the final 300 ft of runway and start of the taxi strip. On landing, tower gave me the option to turn off on runway 34/16 or taxi to the end of runway 7 and turn off. I chose to turn off at the end of runway 7. As I passed runway 34/16 I noticed runway 7 had not been plowed passed that area. After that point braking action became nil and with reversers and breaking, I was unable to stop and went off the end of runway 7. I feel if ATIS or tower would have mentioned the condition of the runway this incident wouldn't have happened. At this time I'm scheduled to take a pc check in the simulator at den mar/wed/93.

Title: CAPT OF ACR HVT ACFT LOST CTL OF THE ACFT AT THE END OF THE LNDG ROLL BECAUSE OF LACK OF EFFECTIVE BRAKING ACTION DUE TO SNOW AND ICE.
Narrative: LNDG HVT AT TOLEDO EXPRESS ARPT. ACFT TOUCHED DOWN ON SPD IN TOUCHDOWN ZONE. THEIR WAS NO PRECIPITATION OBSERVED ON FINAL. ATIS RPTED LIGHT SNOW. RWY WAS MOSTLY CLR ON TOUCHDOWN AREA. DECELERATION SEEMED NORMAL UNTIL PASSING RWY 16/34. AT THAT POINT RWY DIDN'T SEEM TO BE PLOWED BRAKES SEEMED TO BE INEFFECTIVE. THERE WAS NO RPTED RWY CONTAMINATION RPTED ON ATIS OR TWR FREQ. I FELT THE BRAKING ACTION WENT FROM GOOD TO NIL INSTANTANEOUSLY.
