Narrative:

There is a situation at gyr airport that keeps repeating itself. ATC tower is at fault, I believe, and if the unsafe practice is not changed, there may happen a midair collision in the air traffic area at gyr. We have a natural landmark over which gyr tower directs traffic for a 45 degree to left downwind entry to runway 21. It is called 'the gap.' traffic coming through the gap is lined up for a 45 degree entry to left downwind runway 21. The problem is that the tower clears others for takeoff runway 21 for a left downwind departure. 99 percent of the operations at gyr are by the students of air carrier first officer airline training center. Most of the traffic leaves at XA00 local and returns just before XB00 local, leaves again at XB00 local and returns XC00. Many of the solo students are extremely weak. A couple or 3 of the tower controllers are quite weak with a bit of an 'attitude.' probably 75 percent or more of the close calls near the green circle could be avoided if the tower would warn the departure traffic to watch for traffic inbound from the gap. They don't do this all the time. The tower has a bright scope, too. Even though I am quite aware of this danger and I am extra alert while making left downwind departures, I have only been warned of inbound traffic perhaps 6 times over the last 2-3 yrs. I have had 3 close calls in the green circle in the last yr in spite of my being alert.

Title: PLT INSTRUCTOR CONCERNED ABOUT TFC PATTERN FLOW CREATING NEAR MISSES AT ATC CTLED ARPT.

Narrative: THERE IS A SIT AT GYR ARPT THAT KEEPS REPEATING ITSELF. ATC TWR IS AT FAULT, I BELIEVE, AND IF THE UNSAFE PRACTICE IS NOT CHANGED, THERE MAY HAPPEN A MIDAIR COLLISION IN THE ATA AT GYR.
