Narrative:
A training flight was to go to the ape VOR at 14000 ft then descend to 10200 ft within 11 mi from VOR. Center was told the request and to call before starting turn at VOR. We called the turn and he was busy. He said ok. So we turned and started the descent to 10200 ft from 14000 ft. He called at 12000 ft, wanted to know if we were VFR. I said no, IFR. He said who gave you permission to descend below 14000 ft. I explained he did, that when I gave him my route and descent plan at the VOR he ok'ed that. Center said he didn't think he understood it that way.

Title: AN LTT ON A TRAINING FLT DEVIATED FROM ITS ASSIGNED ALT.
Narrative: A TRAINING FLT WAS TO GO TO THE APE VOR AT 14000 FT THEN DSND TO 10200 FT WITHIN 11 MI FROM VOR. CTR WAS TOLD THE REQUEST AND TO CALL BEFORE STARTING TURN AT VOR. WE CALLED THE TURN AND HE WAS BUSY. HE SAID OK. SO WE TURNED AND STARTED THE DSCNT TO 10200 FT FROM 14000 FT. HE CALLED AT 12000 FT, WANTED TO KNOW IF WE WERE VFR. I SAID NO, IFR.
