Narrative:
The problem ctrs around the inability of TCASII to provide horizontal RA guidance when a conflict arises during a parallel approach. Our aircraft was established on centerline (at 1000 ft AGL), visual approach, runway 8R atl, at 3 NM from threshold. An intruder aircraft (a low fixed wing, turbo propeller, scheduled carrier) was turning final for a visual approach to runway 9L atl (a parallel runway, south complex). Atl tower advised that the intruder aircraft overshot the turn to final. This caused a TCASII RA. The ivsi RA displayed 'red' from 4000 FPM climb to 2500 FPM descent with no 'green' escape maneuver area displayed. Because TCASII does not offer horizontal escape capability the TCASII in effect, was not able to resolve the conflict. Because we continuously had visual contact with the intruder, and could see that the aircraft was in fact turning to intercept the runway 9L centerline, it was not necessary to execute an escape maneuver. As soon as the intruder was established back on the runway 9L extended centerline, the TCASII stopped issuing the RA.

Title: AN LGT ACR ACFT TCASII RA WARNING DURING FINAL APCH TO 1 OF 4 PARALLEL RWYS CAUSED BY AN LTT ACR ACFT OVERSHOOTING THE FINAL TURN TO ONE OF THE ADJACENT RWYS. NO EVASIVE ACTION TAKEN SINCE OTHER ACFT IN SIGHT.
Narrative: THE PROB CTRS AROUND THE INABILITY OF TCASII TO PROVIDE HORIZ RA GUIDANCE WHEN A CONFLICT ARISES DURING A PARALLEL APCH. OUR ACFT WAS ESTABLISHED ON CTRLINE (AT 1000 FT AGL), VISUAL APCH, RWY 8R ATL, AT 3 NM FROM THRESHOLD. AN INTRUDER ACFT (A LOW FIXED WING, TURBO PROP, SCHEDULED CARRIER) WAS TURNING FINAL FOR A VISUAL APCH TO RWY 9L ATL (A PARALLEL RWY, S COMPLEX). ATL TWR ADVISED THAT THE INTRUDER ACFT OVERSHOT THE TURN TO FINAL. THIS CAUSED A TCASII RA. THE IVSI RA DISPLAYED 'RED' FROM 4000 FPM CLB TO 2500 FPM DSCNT WITH NO 'GREEN' ESCAPE MANEUVER AREA DISPLAYED. BECAUSE TCASII DOES NOT OFFER HORIZ ESCAPE CAPABILITY THE TCASII IN EFFECT, WAS NOT ABLE TO RESOLVE THE CONFLICT. BECAUSE WE CONTINUOUSLY HAD VISUAL CONTACT WITH THE INTRUDER, AND COULD SEE THAT THE ACFT WAS IN FACT TURNING TO INTERCEPT THE RWY 9L CTRLINE, IT WAS NOT NECESSARY TO EXECUTE AN ESCAPE MANEUVER. AS SOON AS THE INTRUDER WAS ESTABLISHED BACK ON THE RWY 9L EXTENDED CTRLINE, THE TCASII STOPPED ISSUING THE RA.
