Narrative:

Frequent intermittent power failures resulting in no communication with scheduled flts. Flight mhh-tcb-mia unable to contact dispatch to report or receive dispatch release. I was unable to contact the island, busy signal. Received information flight safe through fpo operations when they called with his out/off times. This is a part 135 flight, receiving full part 121 release imposed by company policy. Callback conversation with reporter revealed the following information: reporter states this problem affects all of the company flts to the bahamas, at several different stops. Dispatchers are now giving all of the required paperwork to the flight crew when they leave mia. Return information may change, but at least they have something. Reporter indicates the problem still goes on even though complaints have continued to be filed.

I WAS UNABLE TO CONTACT THE ISLAND, BUSY SIGNAL. RECEIVED INFO FLT SAFE THROUGH FPO OPS WHEN THEY CALLED WITH HIS OUT/OFF TIMES. THIS IS A PART 135 FLT, RECEIVING FULL PART 121 RELEASE IMPOSED BY COMPANY POLICY. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THIS PROB AFFECTS ALL OF THE COMPANY FLTS TO THE BAHAMAS, AT SEVERAL DIFFERENT STOPS. DISPATCHERS ARE NOW GIVING ALL OF THE REQUIRED PAPERWORK TO THE FLC WHEN THEY LEAVE MIA. RETURN INFO MAY CHANGE, BUT AT LEAST THEY HAVE SOMETHING. RPTR INDICATES THE PROB STILL GOES ON EVEN THOUGH COMPLAINTS HAVE CONTINUED TO BE FILED.
