Narrative:

Landing runway 15 temperature 31 degrees overcast light rain wind approximately 200 degrees at 9. ATIS braking action report good to fair. No tower braking reports on final. Landed touchdown zone of 15. Unable to brake until halfway down runway. Thereafter, slowed to 70 KTS, whereupon captain took control. Tower told us to expedite to end due to aircraft landing behind us. We were slowed to 20-30 KTS, a reasonable speed. About 500 ft from end of runway, captain applied brakes with no effect. We utilized full reverse thrust and began a slight skid toward the taxiway. We stopped just past the taxiway (blue) light but apparently still on concrete, although it was covered with snow. Were towed out of snow. No injuries or damage to aircraft or taxiway lights. Reported braking action 'nil' to tower. Taxied to gate under own power. Absolutely no reports given by tower. Recommend more communication by tower personnel on surface conditions. Fortunately, no damage or injuries resulted from our runway/taxiway departure with low temperature and precipitation off and on. I would recommend a more vigilant watch on conditions by tower personnel.
