Narrative:
While flying the VOR-DME a approach to teb, the TCASII gave us a TA on an aircraft departing lincoln park airport. No evasive action was taken at this point. The same target appeared to turn towards us and continued to climb. At this point I had lost visual contact with it and the TCASII gave us an RA with a command to climb. We followed the command and climbed to 3800 ft before 'clear of conflict' was issued. ATC was advised and we returned to the assigned altitude as soon as possible. I am fairly certain that the TA and RA were caused by the same aircraft. However, I wonder if the RA may have been caused by a technician doing a static system/transponder check at lincoln park airport?

Title: ALTDEV ALT EXCURSION IN EVASIVE ACTION CLB AFTER TCASII RA.
Narrative: WHILE FLYING THE VOR-DME A APCH TO TEB, THE TCASII GAVE US A TA ON AN ACFT DEPARTING LINCOLN PARK ARPT. NO EVASIVE ACTION WAS TAKEN AT THIS POINT. THE SAME TARGET APPEARED TO TURN TOWARDS US AND CONTINUED TO CLB. AT THIS POINT I HAD LOST VISUAL CONTACT WITH IT AND THE TCASII GAVE US AN RA WITH A COMMAND TO CLB. WE FOLLOWED THE COMMAND AND CLBED TO 3800 FT BEFORE 'CLR OF CONFLICT' WAS ISSUED. ATC WAS ADVISED AND WE RETURNED TO THE ASSIGNED ALT ASAP. I AM FAIRLY CERTAIN THAT THE TA AND RA WERE CAUSED BY THE SAME ACFT. HOWEVER, I WONDER IF THE RA MAY HAVE BEEN CAUSED BY A TECHNICIAN DOING A STATIC SYS/XPONDER CHK AT LINCOLN PARK ARPT?
