Narrative:

Cleared to 14000 ft by pittsburgh departure control. Switched to ZOB 121.2, and subsequently cleared to FL230, and read back 'FL230, air carrier xyz.' we were advised of traffic at FL200 and we acknowledged. We saw the traffic on TCASII and then picked it up visually. Separation was maintained visually. As the traffic passed off our right side and above, TCASII issued a TA. The captain made a 15 degree turn to the left, and leveled momentarily. ZOB then called and said 'confirm level at FL190' and I said 'negative, we were cleared to FL230.' ZOB then said 'cleared to FL230.' they later advised us that there may have been an altitude deviation. Supplemental information from acn 240090: after playing the tape ZOB stated to me, in a taped phone call, that it was controller error -- not pilot error.

THEY LATER ADVISED US THAT THERE MAY HAVE BEEN AN ALTDEV. SUPPLEMENTAL INFO FROM ACN 240090: AFTER PLAYING THE TAPE ZOB STATED TO ME, IN A TAPED PHONE CALL, THAT IT WAS CTLR ERROR -- NOT PLT ERROR.
