Narrative:
I had cleared small aircraft X for touch-and-go on runway 15. Light transport Y was at runway 10 and called ready to depart. I felt small aircraft X was far enough from the runway to allow light transport Y to depart and be clear of his departure path in time. Light transport Y was IFR. I cleared light transport Y for takeoff, believing the light transport would be departed and clear of small aircraft X flight path. I intended to take another look at the situation and correct it if necessary by having small aircraft X land full stop instead of doing a touch-and-go. I answered other aircraft and did not get back to the situation in time. The aircraft departed runway 10 and runway 15 simultaneously and crossed with light transport Y passing over small aircraft X at the southeast side of the airport where runway 15 intersects the extended centerline of runway 10.

Title: TKOF ON MULTIPLE RWY OP INTERSECTING RWYS LTT Y HAD NMAC LTSS FROM SMA X.
Narrative: I HAD CLRED SMA X FOR TOUCH-AND-GO ON RWY 15. LTT Y WAS AT RWY 10 AND CALLED READY TO DEPART. I FELT SMA X WAS FAR ENOUGH FROM THE RWY TO ALLOW LTT Y TO DEPART AND BE CLR OF HIS DEP PATH IN TIME. LTT Y WAS IFR. I CLRED LTT Y FOR TKOF, BELIEVING THE LTT WOULD BE DEPARTED AND CLR OF SMA X FLT PATH. I INTENDED TO TAKE ANOTHER LOOK AT THE SIT AND CORRECT IT IF NECESSARY BY HAVING SMA X LAND FULL STOP INSTEAD OF DOING A TOUCH-AND-GO. I ANSWERED OTHER ACFT AND DID NOT GET BACK TO THE SIT IN TIME. THE ACFT DEPARTED RWY 10 AND RWY 15 SIMULTANEOUSLY AND CROSSED WITH LTT Y PASSING OVER SMA X AT THE SE SIDE OF THE ARPT WHERE RWY 15 INTERSECTS THE EXTENDED CTRLINE OF RWY 10.
