Narrative:
While working iow city radar sector with a trainee, I observed cpr X about 30 mi northeast mzv nebound at FL235 climbing. I issued a clearance to cpr X to maintain FL240 and then told air carrier Y to expedite out of FL250. Air carrier Y then told me he was responding to a TCASII RA. He did not say if he was climbing or descending. I then told air carrier Y to maintain FL250. Air carrier Y then asked about traffic if I showed it on my scope. I told air carrier Y that cpr X was level at FL240 and I questioned him about his RA. He said that TCASII told him to descend, then level, then climb. Supplemental information from acn 241001: air carrier Y cleared to FL310. Cpr X cleared to FL270. Air carrier Y levels at FL246 for TCASII alert.

Title: ACR Y TCASII RA STOPPED CLB, HAD LTSS FROM ACR X. PLTDEV. TCASII INDUCED LTSS.
Narrative: WHILE WORKING IOW CITY RADAR SECTOR WITH A TRAINEE, I OBSERVED CPR X ABOUT 30 MI NE MZV NEBOUND AT FL235 CLBING. I ISSUED A CLRNC TO CPR X TO MAINTAIN FL240 AND THEN TOLD ACR Y TO EXPEDITE OUT OF FL250. ACR Y THEN TOLD ME HE WAS RESPONDING TO A TCASII RA. HE DID NOT SAY IF HE WAS CLBING OR DSNDING. I THEN TOLD ACR Y TO MAINTAIN FL250. ACR Y THEN ASKED ABOUT TFC IF I SHOWED IT ON MY SCOPE. I TOLD ACR Y THAT CPR X WAS LEVEL AT FL240 AND I QUESTIONED HIM ABOUT HIS RA. HE SAID THAT TCASII TOLD HIM TO DSND, THEN LEVEL, THEN CLB. SUPPLEMENTAL INFORMATION FROM ACN 241001: ACR Y CLRED TO FL310. CPR X CLRED TO FL270. ACR Y LEVELS AT FL246 FOR TCASII ALERT.
