Air carrier X swbound level 9000 ft. Air carrier Y nebound leaving 10300 ft for 10000 ft. Air carrier Z nebound above air carrier Y 11500 ft for 11000 ft. Traffic issued to air carrier Y as '1 O'clock, 6 mi, level 9000 ft.' air carrier Y acknowledged traffic, leveled at 10000 ft. Air carrier Z leveled above and slightly behind air carrier Y at 11000 ft. Air carrier Y advised 'I have RA and climbing.' I instructed air carrier Y to 'stop climb, traffic overhead at 11000 ft!' I informed supervisor of loss of separation.
