Narrative:
Approach control was providing radar vectors for the ILS approach to 1L at mkc. Air carrier X, in the clouds and heading 270 degrees at an altitude of 2500 ft MSL. TCASII announced 'traffic' at 10 O'clock, 3-4 mi, and 200 ft below us. Approach began to issue a turn to a northerly heading, and as he began to speak, the TCASII target Y moved to 9 O'clock and 2 mi. TCASII issued an RA 'climb, climb.' we climbed to 3000 ft MSL where the TCASII changed to 'monitor vertical speed,' so we leveled and began a turn to the right. As soon as the controller finished his transmission, I announced the RA and that we were climbing to comply. Approach indicated he knew of the traffic. We broke out of the clouds and told the controller we could now see the runway, whereupon he issued clearance for a visual approach.

Title: ACR X TCASII TA RA EVASIVE ACTION TAKEN HAD LTSS FROM TFC Y. SYS ERROR.
Narrative: APCH CTL WAS PROVIDING RADAR VECTORS FOR THE ILS APCH TO 1L AT MKC. ACR X, IN THE CLOUDS AND HDG 270 DEGS AT AN ALT OF 2500 FT MSL. TCASII ANNOUNCED 'TFC' AT 10 O'CLOCK, 3-4 MI, AND 200 FT BELOW US. APCH BEGAN TO ISSUE A TURN TO A NORTHERLY HDG, AND AS HE BEGAN TO SPEAK, THE TCASII TARGET Y MOVED TO 9 O'CLOCK AND 2 MI. TCASII ISSUED AN RA 'CLB, CLB.' WE CLBED TO 3000 FT MSL WHERE THE TCASII CHANGED TO 'MONITOR VERT SPD,' SO WE LEVELED AND BEGAN A TURN TO THE R. AS SOON AS THE CTLR FINISHED HIS XMISSION, I ANNOUNCED THE RA AND THAT WE WERE CLBING TO COMPLY. APCH INDICATED HE KNEW OF THE TFC. WE BROKE OUT OF THE CLOUDS AND TOLD THE CTLR WE COULD NOW SEE THE RWY, WHEREUPON HE ISSUED CLRNC FOR A VISUAL APCH.
