Narrative:
We were on an ILS to runway 12 at iad, were cleared to land when we checked in with iad tower at the OM. An aircraft landed in front of us, and rolled to the end for turnoff. That aircraft was still on the runway when we touched down, but turning off. I had remembered a change in the 'rules' that allowed us to do this. I am now having second thoughts about this. I believe that this was a safe landing as the aircraft turned off shortly after we landed. This is a long runway (10500 ft) and is common practice to roll to the end.
