Narrative:
After being told to hold north of sax VOR at 7000 ft, we were advised of VFR traffic below us at 6500 ft as we entered the hold. The VFR aircraft failed to maintain level flight as instructed by ny ARTCC and triggered an RA. We complied with the TCASII RA by climbing to 7500 ft at which time we got 'clear of conflict' advisory. ATC was informed of both the RA response and our return to the assigned altitude. We were then released from the hold and turned inbound back toward the VFR target. I had to ask for a vector away from the traffic to avoid another RA possibility. Controller did not appear overloaded but was not 'on top' of the situation either (by issuing a clearance that resulted in positioning us in a traffic conflict situation).

Title: POTENTIAL CONFLICT SENSED BY TCASII RA, EVASIVE ACTION CLB PERFORMED IN FLC RESPONSE TO ALERT.
Narrative: AFTER BEING TOLD TO HOLD N OF SAX VOR AT 7000 FT, WE WERE ADVISED OF VFR TFC BELOW US AT 6500 FT AS WE ENTERED THE HOLD. THE VFR ACFT FAILED TO MAINTAIN LEVEL FLT AS INSTRUCTED BY NY ARTCC AND TRIGGERED AN RA. WE COMPLIED WITH THE TCASII RA BY CLBING TO 7500 FT AT WHICH TIME WE GOT 'CLR OF CONFLICT' ADVISORY. ATC WAS INFORMED OF BOTH THE RA RESPONSE AND OUR RETURN TO THE ASSIGNED ALT. WE WERE THEN RELEASED FROM THE HOLD AND TURNED INBOUND BACK TOWARD THE VFR TARGET. I HAD TO ASK FOR A VECTOR AWAY FROM THE TFC TO AVOID ANOTHER RA POSSIBILITY. CTLR DID NOT APPEAR OVERLOADED BUT WAS NOT 'ON TOP' OF THE SIT EITHER (BY ISSUING A CLRNC THAT RESULTED IN POSITIONING US IN A TFC CONFLICT SIT).
