Narrative:
After departing runway 35L denver, switched to departure at 6600 ft and told to turn to 180 degrees, maintain 9000 ft. The norm is not to turn until usually out of 8800 ft. Going through 200 degrees, departure control instructed us to turn right to 290 degrees. We were approaching 8000 ft and looked to see another air carrier widebody transport at 8000 ft flying directly at us. TCASII instructed to descend and widebody transport Y went right by us. Widebody transport had gone around from a landing approach to runway 26 and told to turn left to 120 degrees and 8000 ft. Widebody transport Y turned right instead at 8000 ft. I contacted TRACON controller and he said our separation was 100 ft by 2/10 mi. By the time our air carrier contacted TRACON, the story was changed to 500 ft and 1 mi. TRACON blamed other air carrier but did not take any action. Also, the tower controller directing widebody transport Y was a rookie -- OJT. I feel there might be a cover-up but regardless, there was a lack of communication and no set procedure for a go around except what tower says, and if they say the wrong thing, could result in another close call or worse

TCASII INSTRUCTED TO DSND AND WDB Y WENT RIGHT BY US. WDB HAD GONE AROUND FROM A LNDG APCH TO RWY 26 AND TOLD TO TURN L TO 120 DEGS AND 8000 FT. WDB Y TURNED R INSTEAD AT 8000 FT. I CONTACTED TRACON CTLR AND HE SAID OUR SEPARATION WAS 100 FT BY 2/10 MI. BY THE TIME OUR ACR CONTACTED TRACON, THE STORY WAS CHANGED TO 500 FT AND 1 MI.
