Narrative:
Air carrier X was descending to 7000. Military Y was level at 10000. Air carrier X was turned 20 degrees right to miss military Y. Military Y was turned right but did not respond to 2 clrncs. Supplemental information from acn 243698: air carrier X was nebound descending into cho, military Y was swbound sdz at 10000. Right side turned air carrier X right away from military Y for descent. When he recognized they would be tight he attempted to turn military Y. Military Y did not respond and lateral separation was lost.

Narrative: ACR X WAS DSNDING TO 7000. MIL Y WAS LEVEL AT 10000. ACR X WAS TURNED 20 DEGS R TO MISS MIL Y. MIL Y WAS TURNED R BUT DID NOT RESPOND TO 2 CLRNCS. SUPPLEMENTAL INFO FROM ACN 243698: ACR X WAS NEBOUND DSNDING INTO CHO, MIL Y WAS SWBOUND SDZ AT 10000. R SIDE TURNED ACR X RIGHT AWAY FROM MIL Y FOR DSCNT. WHEN HE RECOGNIZED THEY WOULD BE TIGHT HE ATTEMPTED TO TURN MIL Y. MIL Y DID NOT RESPOND AND LATERAL SEPARATION WAS LOST.
