Narrative:
During vectors to azo airport, approach control issued traffic 10 O'clock at 3500 ft. We were descending to 4000 ft looking for the small aircraft. We then leveled at 4000 ft on about a 160 degree heading at approximately 175 KTS. ATC then issued a left turn to 090 degrees. I initiated the turn and received a TCASII TA. I reached over and selected the power management to mct. At that time, TCASII issued an RA to climb at 1500 FPM. I started the climb to comply with the RA. I noticed the traffic was indicating 200 ft below and very close proximity. I then advanced the power smoothly to maintain a safe airspeed and attempt to achieve the commanded 1500 FPM climb rate. I then glanced at the torque gauges and they indicated 120 percent. Immediately reduced the torque. The traffic passed below us and TCASII then commanded' monitor vertical speed.' ATC cleared us for a visual approach to runway 35. We landed uneventfully, and reported the over-torque to maintenance. Supplemental information from acn 243681: TCASII now showed the traffic superimposed below us at minus 200 ft (-02). The single engine VFR traffic apparently failed to maintain assigned or last reported altitude. No visual contact was even established with reported traffic. Aircraft was not configured for maximum performance climb (i.e. Propeller np to 86 percent) due to workload/lack of time between TA and RA. Crew rest had been reduced the previous night.

Title: ENGS ARE OVER-TORQUED AS ACFT IS CLBED IN RESPONSE TO A TCASII RA.
Narrative: DURING VECTORS TO AZO ARPT, APCH CTL ISSUED TFC 10 O'CLOCK AT 3500 FT. WE WERE DSNDING TO 4000 FT LOOKING FOR THE SMA. WE THEN LEVELED AT 4000 FT ON ABOUT A 160 DEG HDG AT APPROX 175 KTS. ATC THEN ISSUED A L TURN TO 090 DEGS. I INITIATED THE TURN AND RECEIVED A TCASII TA. I REACHED OVER AND SELECTED THE PWR MGMNT TO MCT. AT THAT TIME, TCASII ISSUED AN RA TO CLB AT 1500 FPM. I STARTED THE CLB TO COMPLY WITH THE RA. I NOTICED THE TFC WAS INDICATING 200 FT BELOW AND VERY CLOSE PROX. I THEN ADVANCED THE PWR SMOOTHLY TO MAINTAIN A SAFE AIRSPD AND ATTEMPT TO ACHIEVE THE COMMANDED 1500 FPM CLB RATE. I THEN GLANCED AT THE TORQUE GAUGES AND THEY INDICATED 120 PERCENT. PROP NP TO 86 PERCENT) DUE TO WORKLOAD/LACK OF TIME BTWN TA AND RA. CREW REST HAD BEEN REDUCED THE PREVIOUS NIGHT.
